And I don't doubt you at all. Only need to watch Asian TV shows or Anime to know how fast fans can sub these things with higher quality than the publishers themselves.
The problem with localization is that it isn't just a direct translation, it's completely re-writing things in order to appeal to a different audience.
It's like when Hollywood remakes foreign movies, they don't just translate everything into English, they rewrite the script from the ground up to make sure things are relatable to the Western audience.
I don't personally agree with this process at all because the end result is usually a watered down product, but unfortunately it's the way things work.
